NEW BUSINESS:
Recommendation for Contract Award – Salt and Sand:
Catherine Laurent, Director of Public Works was before the Board to request approval of the FY13 regional bids received for the purchase of sand and road salt. It is recommended the bid for the purchase of sand be awarded to Cape Cod Aggregates of Hyannis. It was noted the bid is a decrease of 1% from FY12. Two low bids were received for road salt. As a result of the tie breaker, a coin toss was held. Based on the toss, it is recommended the bid be awarded to Eastern Minerals of Lowell. The price is the same as FY12.
Motion made by Selectman Cahalane to award the bid for the purchase of Road Salt to Eastern Minerals, Inc. in the amount of $51.65 per ton.

NEW BUSINESS:
Archives Building Discussion:
On November 14, 2012, the Town opened bids for the Archives restoration project, a CPA award of $240,000. As a result of budgetary constraints, this is the third time the Town has re-bid for the project, now in its original scope. The project was modified to include HVAC, electrical improvements and minor construction only.
A summary of the bids was contained in the Selectmen’s informational packet. Two bids were received in the amount of $252,115 and $227,000 respectively. To date, the CPA project was expended approximately $30,000 in engineering and design, the preparation of bid documents and for hazardous material testing.
Motion made by Selectman Cahalane to reject the bids received for the renovation of the Mashpee Archives, and table the project at this time.

Discussion followed with regards to new technology, and modern capabilities to catalog and store vital Town documents and records. It was noted there may be available space at the Town Library or at the local college to store and display artifacts and documents. As the matter was reviewed, it was agreed the Town’s history and culture is extremely valuable. The Archives location is within the Historic District and it is also a part of the municipal complex. Preliminary estimates to construct a new building are $450,000.
In reviewing other concepts, and with the expansion of the Community Park, the building could be utilized for recreation and/or public facilities.
Upon review, it was agreed the Board would form a subcommittee to further review the future of the Archives building. It was determined that a report be presented to the full Board of Selectmen by January 15, 2013.
Motion made by Selectman Cahalane to form a Chairman’s Committee comprised of the Town Manager, the DPW Director and membership from the Board of Selectmen, Historical Commission, and Planning & Construction Committee to review the matter of the Mashpee Archives.

Public Hearing – 2013 Tax Rate Classification:
The Board of Selectmen opened the Public Hearing on whether the Town of Mashpee should implement the Classification Act. At the Hearing the Selectmen will hear testimony as to what the Fiscal Year 2013 residential factor shall be which will determine the following: share of taxes each classification of property shall pay, the open space factor, and whether there will be a residential exemption and/or a small business exemption.
The Hearing notice was read aloud in accordance with posting procedures. Jason Streebel, Director of Assessing was in attendance to facilitate the Classification Hearing.
In reviewing the information, and with the current economy, it is the recommendation of the Board of Assessors that a single tax rate be adopted with no residential exemption and no small business exemption. It was disclosed the Board of Assessors have indicated the commercial classes of properties are too small to bear the burden of a tax rate shift or small commercial exemption. It would result in a negative impact on growth. A residential exemption would unfairly shift the tax burden to homeowners, and adversely affect the housing market.
Mr. Streebel indicated the current tax rate is $8.51 per $1,000 valuation. After careful review and consideration, the new tax rate effective in January 2013 is $9.09 per $1,000 valuation. An average single family home assessed at $446,189 would pay a tax of $4,056 at the rate of $9.09.
The Selectmen opened the Hearing to solicit comment. Being none, the Board motioned to close the Public Hearing.

Motion made by Selectman Cahalane to move that the Town of Mashpee adopt a tax rate Factor of “1” for all classes of property with no discount for Open Space, no Residential Exemption and no Small Commercial Exemption.

Appointment of Liaison Assignment – Veterans Affairs:
In discussing the matter of appointing a Selectmen liaison to the Veterans Affairs, it was determined the Special Events Committee would work in conjunction with the Veterans Affairs to ensure special events are duly advertised and planned. It was noted that currently, the Special Events Committee is developing a calendar of Veterans events with the VFW Commander to publicize upcoming events as appropriate.

Public Hearing – Special Events Application – Mashpee Chamber of Commerce:
The Board of Selectmen opened the Public Hearing on the application of the Chamber of Commerce for the Annual Mashpee Christmas Parade. The parade is scheduled to take place on Saturday, December 8, 2012 at 5:30 p.m. The parade route will be as follows: start at the Mashpee Library, left onto Steeple Street, left onto Market Street, right onto North Street, right onto Greene Street, left onto Steeple Street, right onto Falmouth Road (Route 28), left onto Donna’s Lane, right onto Commercial Street. The parade ends at the Southcape Village designated parking lot.
Chamber representative Mary Lou Palumbo was in attendance to discuss the Special Events application with the Board of Selectmen. Ms. Palumbo expressed appreciation to the Town of Mashpee and to the business community for their support. It was noted that three bands have been added to the parade this year to bring forth a total of eight, and possibly nine bands. This year’s theme is The Spirit of Giving. A block party is planned in Southcape Village after the parade.
Being no comment, the Board motioned to close the Public Hearing.

Request for Letter of Support from Cape Cod Commission – Community Innovation Challenge Grant Program – Regional Unified Communications System:
Request for Letter of Support from Cape Cod Commission – Community Innovation Challenge Grant Program – Digital Regionalization: Permit, License & Inspection Automation:
The Cape Cod Commission (CCC) has submitted (2) grant applications for the Community Innovation Challenge Grant program offered through the Executive Office of Administration and Finance.
The first application is for the expansion of the electronic permitting, licensing and inspections program the CCC is currently undertaking. The second application is for unified messaging which could include voice, video and email.
The grants would allow the CCC to provide more efficient services to towns at lower costs. Last year, the state awarded a $500,000 grant to the CCC for e-permitting with the partnership and support of all the Cape towns including Nantucket.
It was noted the Town of Mashpee’s IT Director is involved in both endeavors. With respect to the grant applications, there is no cost to the community and there is no financial commitment to the participating towns.
Motion made by Selectman Cahalane to provide local support to the grant applications as referenced and authorize the Town Manager to execute the local support document forms on behalf of the Town of Mashpee.

Cape Cod Volunteers Program:
The Cape Cod Volunteers have scheduled a grand opening in Mashpee of its second Volunteer Opportunity Center. The event will be held at the Mashpee Public Library on November 27, 2012 from 1:00 p.m. to 3:30 p.m.
The event will feature volunteering experts and non-profits seeking volunteers. Additional information can be found on their website: www.capecodvolunteers.org.
The Board of Selectmen indicated that many vacancies exist on town boards and committees and it has been difficult to gain participation. In addition to the Cape Cod Volunteer Program, the Mashpee Enterprise will be assisting the Town in its recruitment process by advertising and creating articles on volunteerism in town government.

Shellfish Beds Reopened:
For informational purposes, it was announced that shellfish beds have re-opened.
Proclamation – Michael Horne:
To honor Michael Horne, the Board agreed to remit a Proclamation to Michael Horne for his dedication to the Town of Mashpee Public Schools at a ceremony planned for the Thanksgiving Day football game.
Motion made by Selectman Cahalane to approve the Proclamation to Michael Horne as referenced.

LIAISON REPORTS:
Finance Committee: A new member will soon be appointed to the Finance Committee.
Schools: Michael Horne will be recognized at the annual Thanksgiving football game with a Proclamation to be submitted to Mr. Horne by the Board of Selectmen.
School Committee member Scott McGee will participate in budget discussions in the absence of the Chairman.
Library: Next meeting, Tuesday, November 20th.
Waterways Commission: The Mashpee River dredge has hindered.
Veterans Memorial Park:A fundraiser is planned at Dino’s Sports Bar on December 1st; VFW Post to sponsor event to raise funds for five new memorial stones for recent Town of Mashpee Fallen Soldiers. Currently, funding has been secured to purchase two memorial stones to be installed by Memorial Day 2013.
LIAISON REPORTS:
Elections: Appreciation was given to the Town Clerk, her staff and the many volunteers who participated in the recent election.
Special Events: Upcoming is the Annual Thanksgiving Dinner and the 7th Annual Christmas Parade.
EDIC: The EDIC is scheduled to meet after the Thanksgiving holiday. Plans are underway to move forward with the process to sell or lease EDIC property located in the Industrial Park.
Environmental Oversight: Of interest, Richard York, Mashpee’s Shellfish Constable is working on a detailed nitrogen loading plan which may result in a cost savings to the town.
